Have we? I know we had a rotating banner icon, didn't realise the favicon was rotating too - else I'd have said it was a bad idea for just the reasons you've mentioned!

 

It doesn't matter if the favicon is an animated one (scrolling through different distros) as long as the first one is recognisable, since that image is usually used in static bookmarks, but the idea of having a fixed one provides consistency.

 

I'd also mention that it's usually an idea to have the icon within its own background and frame since there's no guarantee what skin browsers are using (think firefox personas), so trying to antialias graphics can be a pain. Better to AA a dark image against an off-white background with a darker border (or the reverse: AA a light image against a shaded BG with some black border) to make it stand out.
