have you tried launching an application called tvtime,
if so what does it say ?

this is what sucks about ati. They have suck ass support for linux. Sorry to say that your chances of getting that tv tuner to work is almost next to none. try to get a tv card that is linux compatible unless ati makes a tv tuner driver your not going to get it to work.
